RDS Web - TS Web in Win2008 R2 - Expired Password, change tool does not work

I have a Win2008 R2 environment running RD Web Access.  The gateway server provides the internet login portal, users log in and see icons specifically published for them from their respective TS servers.  Users could not change their passwords once they expired, because they could not log into the portal first.  This issue is addressed in KB2648401 (http support.microsoft.com/kb/2648402).  I have installed this hotfix, and if I log into the portal with an expired password, I get the message that "your password is expired, click here to change it".  Clicking on the link gets me to password.aspx, which presents me with fields to fill in my domain/userid, old password, and new password in order to make the change.  The problem is that it does not work.  I have seen it work twice, both instances several days apart.  But typically when I enter the user information, I get a message that says "Your password cannot be changed. Please contact your administrator for assistance".  I have tried this from multiple TS servers inside the environment, as well as from my work and home PCs, with the same result.  I do not find any event logs on any server that pertains to the failure, so no help there.  Anyone have any ideas?  Internet searches for this issue have been fruitless.
