I have a Windows 2012E server. Trying to get RDS working. The RD Licensing Diagnoser reports the following:

The Remote Desktop Session Host server is in Remote Desktop for Administration licensing mode and No Redirector Mode, but license server sam does not have any installed licenses with the following attributes:
Product version: Windows Server 2008 or Windows Server 2008 R2
Licensing mode: Remote Desktop for Administration
License type: RDS CALs

I have Windows 2012 RDS User CALs. When I go to RD License Manager, the license is installed with no errors for:
Windows Server 2012 Essentials - Install RDS Per User CAL (and there is 5 available, none in use)
What did I miss? How do I get the server licensing mode back to use 2012 CALs?
