2008 RDS server - only one user gets temp roaming profile

Running into an issue with just one user that logs into the RDS, out of several others that login nornally. In this scenario, the user in question logs in and gets a temporary profile created which means their settings and preferences are not saved after they log out, which is critical for this specially configured application RDS. I have tried several things and I'm looking for suggestions
 
I have tried:
 - Had the user try from another PC, but had the same issue,
 - I've tried deleting her profile from the server which shows up as a "Roming" profile. I tried to convert to a local, but the server did not allow it.
 - If I look in the registry for the user profiles in: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList, I do not see the profile GUID with the user's name. It shows up as a temp user. When the user logs off the GUID key disappears.
- I also tried giving the user Mofify rights on the c:\users folder with no success. In every case, it creates a "Temp" folder and when the user logs off, the folder is deleted automatically.
- Checked the registry for any SID.bak and there are none (HKLM \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \ ProfileList)
- No remote profile path is defined.  All profiles are stored locally.
- Event log shows an error 1521: Windows cannot locate the server copy of your roaming profile and is attempting to log you on with your local profile. Changes to the profile will not be copied to the server when you log off. This error may be caused by network problems or insufficient security rights.

 DETAIL - The network path was not found.
It does not specify which path was not found.

When the user logs in, it does indicate they are logged in with a temporary profile in the icon notification area.
 
So, I cannot figure out why only this one user is getting this problem when everyone else logs on just fine and get's their local profile stored with their settings intact. There are no special GPO's applied to this server that I'm aware of.

The user is in an AD group, which is in the Remote Desktop users group on the server. I've confirmed the user is in this group.  I'm beginning to wonder if there is something corrupt with her user account in AD. I also checked what local and domain policies have been applied and there is no setting enabled for roaming profiles (using RSOP and GPEdit). Any thoughts or ideas? Would appreciate any feedback. Thanks.
