Announcements

Hi there,

I was wondering if there was a way to show announcements on the Metro Start Menu?
So when a user logs on, they see a dialog box on the right for example with an announcement we write.

What would be the best way to accomplish this?
We are running Windows Server 2012 as Terminal Server.
