Cannot Remove Per User CALS from Licensing Manager

Hi,

While adding CALs i had issues with the server not seeing itself as the licensing host. I resolved this issue by removing the grace period registry key and the licenses were working. 

The issue i am having though is that when i was troubleshooting this issue i added the per user CALs twice.

I need to remove this second set of CALs. To do this i rebuilt the database but this did not remove the CALs. I also then tried through powershell using the wmic commands - This completed successfully but when i checked the CALs were still there. I proceeded to remove the licensing role and re add and i tried deactivating and removing then but nothing worked. The licenses are always there and it shows 22 available on this host in licensing diagnosis.

It seems that the licenses have been removed but are still there in the manager as when i try to even reinstall i get an error that i cannot connect to the Clearing house server and the license program shows as Retail Purchase whereas they were originally installed as SPLA. 

Any help with this would be great.
