RDS User Cal Revocation / Country Usage

I need answer for the below

1)

I had an RDS License server which got totally crashed and cannot be recovered. I am planning to build a new server and reactivate the license and would like to know how to recover the license as I don’t have TS License server ID. All I have is Microsoft confirmation Email which has the below

• Agreement Number
• Public Customer Number
• Program Name
• Issue Date of this Order Confirmation

2)

I bought the RDS User CAL license in India and Country usage is INDIA, Can I activate it on UK license server.
