Broker sends wrong target IP-address

I have a RDS farm with the following configuration(if appropriate):

1 OpenVPN server
2 Domain controllers incl. DNS
1 Broker
2 Remote Desktop Servers / Session Hosts

The Session Hosts and Broker are connected in a front vlan(Customers) and a back(Admins) vlan. Depending on your OpenVPN certificate you will be connected to the fontor back vlan.

The problem occurs only when you are connected to the back vlan. If you connect to the IP of Session Host 1 and the broker doesen't redirect you to Session Host 2 it will work fine. But, when the Broker wants to redirect you to Session Host 2 I see the following event in de logs:

RD Connection Broker successfully processed the connection request for user %Username%. Redirection info:
Target Name = RDS-001
Target IP Address = <IP of Front vlan>, <IP of Back vlan> 
Target Netbios = RDS-001
Target FQDN = RDS-001.domain.com
Disconnected Session Found = 0x0

During this event de RDP will fail. In Proccess Monitor I see that my mstsc.exe first tries to connect to the back lan IP of Session Host 2 (as expected) then the Broker logs this event en after that my mstsc.exe will try to connect to the front lan IP-address of Session Host 1.

The behavior also occurs vice versa. So the problem is that when I am connected to the back vlan the broker sends me both the IP of the front and back but my RDP client only tries to connect to the wrong vlan.

Any suggestions?
