I am finding XML files with really long file names in %USERPROFILE%\UserData that is preventing some users roaming profiles from copying properly. There are directories with names that are 8 characters long (just random letter) and in these directories (usually 4 or 5 per profile) are XML files with really long names like the folowing.

The contents of these files are similar to the following.
<ROOTSTUBi="26" toast_count_5="15" />
Some of my searching shows windows updates uses these folders for settings, but we use WSUS and users are prevented from manually doing windows updates.
Can anyone tell me what creates these, what they are, and if it is safe to delete them and the folders they reside in. If it is safe then I have an app that can delete them at logoff.
