Remote Desktop high availability (SQL licensing)

Question about RDS Server HA licensing.  The suggested HA broker model requires SQL Server (min 2008 Standard) to support a HA scenario (see link below).  Assuming implementation of this model, would each users/device now require a SQL Server Cal? Since the SQL DB is solely in place to support the RDS server, the users/devices wouldn't necessarily fall into a traditional multiplexing scenario.  I can't find any documentation on this, but thought the question must have been answered/asked at some point.
