Pre-Cache website in IE in RDS Server

I have a 2008 R2 RDS server that users run a published IE window from. The system is setup so users profiles are not stored and are purged when logged off. They are essentially logging in as guests. I have the default user profile setup with the home page that IE loads so when IE opens it opens directly to the proper site. But it takes sometimes 15-30 seconds to load the site and users want it to load faster. I've tested and if the site is cached in IE it loads instantly. But since when anyone logs in they are getting a new clean profile there is no cache.

I've attempted to login with an account and copy the cached content from Temporary Internet Files to the default user account's Temporary Internet Files in order to have that cached data copied to anyone who logs in but it does not seem to work reliably.

I'm wondering if there is anything I can do to help IE load the site faster or if there is somewhere else I can store the cached content so that it helps IE load faster. I'm hoping someone else has dealt with a situation like this before.
