How to allow a user (non administrator) to shadow another users session on Server 2019 standard

Hi all,

Can't find any usefull information which is recent on how to enable an AD user who logs in to an RDS server ( no form just a simple RDS server ) and grant him permisions to open up taskmanager, right click another user and allow him to shadow a session.

Tried wmic cmd's like"wmic /namespace:\\root\CIMV2\TerminalServices PATH Win32_TSPermissionsSetting WHERE (TerminalName=”RDP-Tcp”) CALL AddAccount “woshub\AllowRDSShadow”,2" but it all doesn't help.

I don't want to make the user who shadows local admin but just grant him permissions to shadow. Can anyone send me some instructions on how to achieve it on Windows server 2019 standard?
