Fix and Migrate or Migrate then fix?

We have the RDS role installed on a Windows 2008 R2 domain controller running in "Remote Desktop for Administration" licensing mode with several Per Device volume licenses. The "Remote Desktop Session Host" role service is not installed.

Our original project was to migrate this role to another server (pref not a domain controller). The plan below was to be followed:

1.Install RDS role and tools on <replacement server> (non-DC)
2.Activate RDS role in <replacement server>, Microsoft Clearing house to authorise addition/activation of server. Agreement numbers may be required. Confirm <replacement server> has been added to correct security groups (if not then add).
3.Using RDS Migration wizard migrate CAL’s to new server
4.Use Review configuration tool on <replacement server>, manually specify server name (see step 6 if options are greyed out)
5.Using RDS Host Configuration MMC select <replacement server> as the RDS License server
6.–OPTION- Enable GPO option to point to correct RDS server (this may be required – looking into it)
7.Allow for Active directory replication and begin testing
8.After confirmation of functioning licensing remove licenses from EUABZDC03, remove RDS roles/tools


However this morning a user contacted our help desk with the error:

"Your terminal services temporary client license will expire in 6 days, Please contact your system administrator to get a permanent license."

Upon checking "RD Licensing Manager" I found two sets of temporary "Per Device" CAL's being issued even though corresponding VL CALs exist (and have remaining licenses).

So I guess my question is, will the process of moving the RDS role to a replacement, non-dc server fix the issue the user is experiencing or should I address the issue first and then carry out the migration?
